Richmond County Jail Roster Overview
Northern Neck Regional Jail is the official current-custody hub for Richmond County adults. The Richmond County Sheriff's Office, led by Sheriff Stephan B. Smith, may make arrests and hold law-enforcement records, but the sheriff does not run a separate Richmond County jail roster. The jail's inmate information index is the starting point for roster, visitation, mail, phone, property, money, and family information.
The county distinction is important. Richmond County is not the independent City of Richmond, and Richmond County detainees are not searched through the Richmond City Justice Center. The county seat is Warsaw. Sheriff and court offices cluster around Wallace Street and Court Circle, while Northern Neck Regional Jail sits at 3908 Richmond Road and handles custody records for people booked into that regional facility.
Use the Richmond County Inmate Roster
The inspected official sources confirm that NNRJ has an inmate roster or inmate locator route, but the live form fields did not load during research. Use the fields that appear on the jail's live page and avoid assumptions from other Virginia jail sites. If the online route fails, call the jail instead of concluding the person is not in custody.
- Open the NNRJ homepage or the inmate information index.
- Select the inmate roster or inmate locator link from the jail's inmate information area.
- Search with the fields shown on the live page, such as any visible name or identifier fields.
- If no match appears, call NNRJ at 804-333-6419 or the automated inmate/facility information line at 804-250-1750.
- When a state sentence or transfer is likely, search the VADOC locator instead of the local jail roster.
For very recent Richmond County arrests, have the person's full legal name, date of birth, arresting agency if known, and approximate arrest time ready. Booking can take time because transport, magistrate paperwork, fingerprinting, photographs, medical screening, and data entry must occur before a public result may appear.
Richmond County Roster Search Fields
The local roster search-field table is a research gap by design, not a missing detail to fill from guesswork. NNRJ official pages timed out or did not expose the actual roster form during static inspection. The safe public record advice is to use the official roster when it works and rely on the jail phone lines when it does not.
| Field Label | Type | Required | Notes |
|---|---|---|---|
| Not visible in static inspection | Unknown | Unknown | The official NNRJ roster form fields were not captured. |
| NNRJ automated information phone | Phone | N/A | Call 804-250-1750 for inmate-specific and generic facility information. |
| NNRJ main number | Phone | N/A | Call 804-333-6419 when the roster is unavailable or uncertain. |
| VADOC name search | First and last name | Yes for name search | Use for state custody, not ordinary local pretrial custody. |
Richmond County Inmate Profile Fields
The public NNRJ sample record could not be inspected, so specific profile fields such as bond, housing unit, charge table, or mugshot display are not confirmed. Virginia law permits many adult booking photographs and arrest identity details to be disclosed, but a legal access rule is not the same as a guaranteed roster display field.
| Field | What It Shows |
|---|---|
| Name | Legal name if shown on the NNRJ public profile. Not confirmed in a captured sample. |
| Booking or commitment date | Intake or arrest timing if published. Not confirmed on NNRJ sample record. |
| Mugshot or booking photo | May be disclosed under Virginia law for many adult arrestees, but NNRJ display was not confirmed. |
| Charges | Booking or commitment charges if the roster publishes them. Court charges may later differ. |
| Bond or hold status | Release condition or no-bond/hold information if public. Confirm by phone before posting bond. |
| Custody status | Current jail, release, transfer, or hold information if the jail makes it public. |
County, State, and Federal Inmates
Richmond County inmate records are easiest to read when the custody system is identified first. Northern Neck Regional Jail handles local and regional jail custody. The Virginia Department of Corrections inmate and supervisee locator covers sentenced state custody and supervision. The BOP inmate locator covers federal sentenced prisoners from 1982 forward. ICE ODLS covers immigration detainee searches when the person is searchable in that system.
| Custody | Where to Look | Best Clue |
|---|---|---|
| Pretrial or local jail | NNRJ roster or jail phone line | Recent Richmond County arrest, bond, magistrate paperwork |
| Sentenced state prisoner | VADOC locator | DOC ID, prison transfer, probation/parole supervision |
| Federal prisoner | BOP locator | BOP register number or federal sentence |
| Immigration detainee | ICE ODLS | A-number, country of birth, ICE hold or removal case |
| Notification need | Virginia VINELink | Custody status alerts when the record is available |
Richmond County Jail Facility

Booking After a Richmond Arrest
Booking starts with the arresting agency, which may be the Richmond County Sheriff's Office, Warsaw Police Department, Virginia State Police, or another authorized agency. After arrest, the person may be taken before a magistrate and transported to Northern Neck Regional Jail. A magistrate may set bail conditions, issue a commitment, or order custody when release is not authorized.
At intake, ordinary regional jail processing can include identity confirmation, warrant review, property inventory, fingerprints, booking photograph, medical and mental-health screening, classification, and housing assignment. Virginia Code § 19.2-390 explains why fingerprints and a corresponding photograph are part of certain arrest reports sent to the Central Criminal Records Exchange. That does not mean every field is instantly public online.
Richmond County Visitation Rules
The NNRJ inmate information index has official links for Family Visitation, Family Liaison, Inmate Mail, Inmate Telephone, Property and Money, and Books & Magazines. The research did not capture a detailed visit schedule, video vendor, dress code, or fee table. Visitors should use the official NNRJ pages when accessible and call the jail or family liaison before traveling.
| Topic | Official Detail Captured | Action |
|---|---|---|
| Family visitation | NNRJ index has a Family Visitation link. | Call 804-333-6419 or family liaison 804-333-6022. |
| Visitor ID | Specific rule not captured. | Bring government photo ID and confirm current rules. |
| Attorney communication | Professional communication pages are indexed. | Use the official NNRJ route when accessible. |
| Property | Property and Money link located. | Confirm before bringing clothes, money, or documents. |
Note: Confirm custody and visit approval with NNRJ before travel because roster status, housing, and visit rules can change.
Mail, Phone, and Money
The official NNRJ information index confirms that inmate mail, inmate telephone, property and money, books and magazines, and family liaison resources exist. It did not expose the current mailing format, phone vendor, commissary vendor, deposit limits, or fees. Do not use third-party schedules or vendor claims unless the jail confirms them.
| Service | Captured Detail | What to Do |
|---|---|---|
| Personal mail | NNRJ index has an Inmate Mail link. | Confirm exact address format with NNRJ before mailing. |
| Legal mail | Specific rules not captured. | Ask the jail for legal-mail marking and delivery rules. |
| Phone | NNRJ index has an Inmate Telephone link. | Confirm provider and rates through the official jail source. |
| Money | Property and Money link located. | Confirm deposit method, fee, and limits before sending funds. |
Request Richmond County Booking Records
When the public roster does not show what is needed, use the record-holding agency. For jail-held booking records, the NNRJ FOIA materials identify a jail FOIA contact route at P.O. Box 1090, Warsaw, VA 22572, phone 804-333-6016, fax 804-333-6029, and email adameron@nnrj.state.va.us. For sheriff-held arrest reports, warrants, or incident records, use the Richmond County Sheriff's Office contact page.
Virginia FOIA requires a request to identify the records with reasonable specificity. Include the person's full name, date of birth if known, approximate arrest or booking date, arresting agency, and the type of record sought. Fees may be charged for allowable search, review, copy, or production costs. Court files are separate and should be searched through Virginia Courts or the Richmond County clerk offices.
